What it does

This skill helps an agent keep track of proposed government rules (called NPRMs) that have open public comment periods. It shows a table of open comment windows sorted by urgency, flags undecided ones with approaching deadlines, and records whether a team decided to file a comment, not file, or waive. Deciding whether to file stays with a human attorney, and the skill adds a safety step requiring attorney review before any regulator-facing submission is prepared by a non-lawyer.
