What it does

This is a reference skill for lawyers and operations teams planning to hire employees in a new country. It is not invoked directly; it loads when the expansion kickoff or update commands run. Once installed, the agent asks structured intake questions (country, roles, headcount, timing, existing entity or EOR use), then frames the choice between using an Employer of Record (EOR) and setting up a legal entity, flags tax risks such as permanent establishment exposure for sales roles, and drafts specific questions for finance, tax and HR. It also produces a briefing request for outside counsel and a persistent gap tracker. It does not contain country-specific employment law and does not make the EOR-or-entity decision itself.

Great for

  • In-house counsel at scaleups planning a first international hire
  • Operations or finance leads coordinating legal, tax and payroll for a new country
  • Teams that want a consistent checklist and outside-counsel briefing for each new jurisdiction

Skip it if

  • Anyone wanting current country-specific employment rules: the skill deliberately has none and routes these questions to outside counsel, so relying on it alone could miss legal requirements
  • Deciding whether to expand at all: the skill states it assumes expansion is decided
  • Individuals seeking personal legal advice: it is a planning aid for a company and its counsel

Try asking

  • “Kick off international expansion planning for a first hire in Germany, two engineers over 12 months.”
  • “Compare EOR versus entity setup for three sales hires in Brazil and flag any permanent establishment risk.”
  • “Draft questions for our CFO and tax counsel about equity taxation for employees in Singapore.”
  • “Update the expansion gap tracker after receiving outside counsel's feedback on France.”

    The ZIP contains the 1 original files, the Apache-2.0 licence and an attribution note.

    international-expansion.zip
  2. 2

    Add it to your agent

    Claude Code (all projects)

    mkdir -p ~/.claude/skills && unzip international-expansion.zip -d ~/.claude/skills/

    Claude Code / Agent SDK (this project only)

    mkdir -p .claude/skills && unzip international-expansion.zip -d .claude/skills/

    Claude apps (web/desktop): Settings → Capabilities → Skills → Upload skill, and choose the ZIP.

  3. 3

    Ask for the task

    No special command needed — the agent reads the skill's description and loads it when your request matches. Try one of the prompts above.

Get better results

  • Answer the intake questions as fully as you can; the skill treats gaps in answers as useful information about readiness.
  • Have outside employment counsel in the target country review the briefing request before relying on any framing, since the skill gives no country rules.
  • Keep the practice-level CLAUDE.md jurisdictional footprint and escalation table up to date so the skill loads the right context.
