How to use the Skill Creator agent skill (skill-creator)
Updated · written with AI from the project's own documentation and checked against our catalogue data
Skill Creator is an agent skill from the CowAgent project (zhayujie/CowAgent, MIT licence) that teaches the agent how to add and build skills in its own workspace. Once it is installed, you can give the agent a SKILL.md file, a link or a zip archive, and it will copy the skill into the workspace skills folder, or walk you through writing a new one. This guide explains what it does, how to install it, how to trigger it and what to check before you trust a skill.
Quick start
- 1Download the ZIP. Download the skill-creator ZIP from this page.
- 2Unzip it into a skills folder. Extract it into ~/.claude/skills/ for all projects, or into a project's .claude/skills/ folder for one project.
- 3Or upload it in the Claude apps. Go to Settings → Capabilities → Skills and upload the skill.
- 4Check requirements. Confirm Python 3 with PyYAML is available and that the agent can fetch URLs with curl or web_fetch.
- 5Ask for an install or a new skill. Describe in plain language what you want, such as installing from a URL or creating a skill for a task.
- 6Review the result. Check the copied folder and its SKILL.md and scripts before using the new skill.
What does the Skill Creator skill make the agent do?
Agent skills are modular packages that extend an agent with specialised knowledge, workflows and tools. Each skill is a folder built around a required SKILL.md file, which holds YAML frontmatter (a name and a description) and Markdown instructions. Optional scripts, references and assets can sit alongside it.
Skill Creator covers three jobs: installing a skill from a URL, remote source or local archive; creating a new skill from scratch; and updating or restructuring existing skills.
- Installs skills: fetches SKILL.md or a zip, finds the skill name in the frontmatter, and copies the entire skill folder into the workspace skills directory.
- Creates skills: guides you through clarifying use cases, planning scripts, assets and references, then editing SKILL.md.
- Checks and packages skills: bundled scripts generate a template, check the format and package the folder into a .skill file.
How do you install the Skill Creator skill?
Download the skill ZIP from this page, then choose one of two routes. Either unzip it into your agent's skills folder, or upload it through the Claude apps.
The source confirms the install target for skills is <workspace>/skills/<name>/. The Claude paths below are the ones this guide uses for installation.
- Personal install: unzip the download into ~/.claude/skills/ so the skill is available across projects.
- Project install: unzip it into the project's .claude/skills/ folder so it applies only to that project.
- Claude apps: open Settings → Capabilities → Skills and upload the skill there.
How do you trigger the skill with a natural request?
You do not need a special command. The skill's description tells the agent when to use it, so ask in plain language. The description says to always use this skill for any skill installation or creation task.
Give the agent the thing you want installed, or describe the skill you want to build.
- "Install this skill from https://example.com/skills/my-skill/SKILL.md"
- "Install the skill in this zip file into my workspace."
- "Create a new skill that helps me rotate PDF pages."
- "Update the pdf-editor skill so it also merges files."
What happens during a skill installation?
When you ask for a skill from a URL or archive, the agent follows a fixed sequence. It first obtains the content, then locates SKILL.md (which may sit at the top level or inside a subdirectory), reads the name from the frontmatter and copies the whole skill directory.
Sibling files such as references/, scripts/ and assets/ are copied with SKILL.md. If the package includes an install file such as INSTALL.md, the agent follows it, but the final result must still end up in the workspace skills folder.
- URL to a single file: fetched with curl or web_fetch.
- URL to a zip: downloaded and extracted to a temporary directory.
- Local SKILL.md: read directly.
- Local zip: extracted to a temporary directory.
How do you create a new skill from scratch?
The source gives a six-stage process. Skill Creator works through it with you, so you do not need to know the format in advance. The skill name must be hyphen-case, for example weather-api or pdf-editor.
Only create scripts when code needs to run repeatedly or deterministically. Put documentation and examples inside SKILL.md rather than separate README or guide files.
- Understand: clarify use cases with concrete examples.
- Plan: decide which scripts, references or assets are needed.
- Initialize: run init_skill.py to create a template.
- Edit: write SKILL.md and resources.
- Validate (optional): run quick_validate.py to check the format.
- Iterate: improve the skill based on real use.

└── assets/What do you need before using it?
Skill Creator depends on a few things on your machine and in your agent setup. Check these before you rely on it for installs.
- Python 3 with the PyYAML library, used by quick_validate.py and package_skill.py.
- curl or the agent's web_fetch tool for remote installs.
- Read and write access to the agent workspace skills folder.
- Permission for the agent to make outbound network requests, since installs from URLs need it.
What are the safety notes for scripts and network access?
This skill runs scripts and uses the network. It copies whatever content it fetches into the agent's skill folder, and bundled scripts may be run later. A malicious skill could therefore change how the agent behaves.
Review any skill from an untrusted source before installing it. Read its SKILL.md and check its scripts/ folder. Do not use this skill in an environment where the agent must not make outbound web requests.
- Read SKILL.md and every file in scripts/ before installing a community skill.
- Install only from sources you trust.
- Keep the skill out of environments that block outbound requests.
What people use it for
- Installing a community skill from a URL into a CowAgent workspace without copying files by hand.
- Packaging an internal team skill into a single .skill file for distribution.
- Creating a new skill from scratch with a generated template and a format check.
- Restructuring an existing skill by updating its SKILL.md and bundled scripts.
Frequently asked questions
How do I install the skill-creator skill?
Download the ZIP from this page and unzip it into ~/.claude/skills/ for personal use or into a project's .claude/skills/ folder. In the Claude apps you can instead upload it under Settings → Capabilities → Skills.
What does skill-creator require?
It needs Python 3 with the PyYAML library for quick_validate.py and package_skill.py, curl or the web_fetch tool for remote installs, and read and write access to the workspace skills folder.
Is skill-creator free to use?
The source lists the licence as MIT for the CowAgent project. The skill's own SKILL.md refers to a LICENSE.txt for complete terms, so check that file for the full wording.
Is skill-creator safe to install skills with?
It copies whatever content it fetches into the skills folder and bundled scripts may run later. Read SKILL.md and the scripts of any skill from an untrusted source before installing it.
Why won't skill-creator install a skill from a URL?
Remote installs rely on curl or web_fetch, so the agent must be allowed to make outbound web requests. Check that those tools are available and that the workspace skills folder is writable.
How is skill-creator different from using an existing skill?
Skill-creator manages skills: it installs, creates, validates and packages them. It is not meant for everyday tasks, which existing skills handle once they are installed.

Our verdict
Skill Creator suits people who want to add community or custom skills to a CowAgent workspace without copying files by hand, and developers who want a template and format checker. Skip it if you only use existing skills, if the agent cannot make outbound requests, or if you plan to install skills you have not reviewed.
